Is there no way to smooth an indicator, i.e. creating the moving average of an indicator?
Currently I try to create an indicator, where the moving average of the historical volatility is decreasing over a given time frame.

Yes, try WMA(30)Weighted Moving Averages give current data more weight than older data.
